"The boat may be the same sinking vessel that was detected earlier in the day by Alarm Phone, a group of Europe-based activists who take calls from stricken asylum seekers and refer their coordinates to coastguards. Alarm Phone took a call at 8.45am CET from a boat of refugees in waters north of Zuwara, reporting that a second boat was sinking nearby, though the group said: “It is difficult for us to know for sure that this is the same shipwreck.” Nevertheless, the group believes those they spoke to were Syrian – the first sign since the start of the EU-Turkey deal that Syrians are beginning to use Libya as springboard to Europe. An activist with Alarm Phone said: “The guy we were speaking to was Syrian, and he said that most of the people on the boat were Syrians and Iraqis. The people around him were talking in a Syrian dialect, mostly north-eastern Syria. Additionally, we are monitoring Facebook pages in Arabic and we are witnessing lately that there are a lot of people arriving in Libya and willing to go to Europe.”"

"Border agency Frontex has asked for designs for smartphone apps and databases to track and manage refugees arriving in Europe [...] But some of the frontline organisations working with migrants questioned how such a system would work. Dr Maurice Stierl of WatchTheMed Alarm Phone, an organisation of activists that supports free movement of migrants, criticised the proposals. The organisation operates an emergency phone service for migrants whose boats get into trouble in various stretches of sea around Europe, contacting the nearest coastguards to alert them when they receive an SOS call. In the last 15 months they have received about 1,400 distress calls. "

"Gestern ist ein kleines Mädchen auf einer Insel gestorben, vier Jahre alt, und man weiß noch nicht, woran sie gestorben ist. Aber die Leute haben kein Wasser, nichts zu essen, sind oft krank und brauchen medikamentöse Behandlung. Und wenn sie auf einer Insel stranden, wo wirklich nichts ist an Infrastruktur oder an Häusern, wo man klopfen und um irgendwas bitten kann, dann ist das auch auf einer Insel gefährlich."

"Seit Oktober 2015 betreiben Freiwillige aus Europa, Tunesien und Marokko das Projekt "Watch the Med Alarm-Phone" - jeden Tag, rund um die Uhr ist die Hotline für Flüchtlinge in Seenot erreichbar. Die Helfer setzen sich bei einem Notruf mit den Küstenwachen in Verbindung. Doch diese würden nicht immer helfen, so Alarm-Phone-Aktivist Maurice Stierl. Wir bleiben mit dem Anrufer in Kontakt und vermitteln zwischen Rettungsbehörden und den Flüchtlingen. Wenn die Rettung nicht oder zu langsam anläuft, versuchen wir Druck zu machen. Wir intervenieren auch, wenn der Grenzschutz die Flüchtlinge nach der Rettung illegal nach Nordafrika oder in die Türkei abschieben will.“

„Im Frühjahr wird das Mittelmeer ruhiger. Das spürt auch Alarm-Phone: „Wir haben in den letzten zwei Wochen gemerkt, dass die Saison der Seemigration wieder losgeht“, sagt Stierl. Und damit auch die Zeit der vermeidbaren Tragödien.“

Les gardes-côtes prennent très au sérieux nos appels mais il y a parfois des tensions », reconnaît le chercheur. « Pour un bateau trop proche de la Libye, nous avons un jour essuyé un refus d’intervention des gardes-côtes italiens, qui renvoyaient sur leurs homologues libyens, qui nous le savons, n’interviennent pas. » Finalement, après négociation, les secours italiens se sont organisés.

Il cite les chiffres de « 19.000 migrants secourus par des cargos en Méditerranée entre novembre 2014 et avril 2015 contre seulement 1.700 par les bateaux de Frontex ».
