Alarm Phone Weekly Report 16th November – 22nd November 2015
En la semana del 16. al 22.11.2015 el Alarmphone intervino en 44 casos de emergencia en las fronteras externas de la UE. En un caso en el Atlántico Norte frente a las Islas Canarias, el rescate de una patera por parte de Salvamento Maritimo se retrasó causando la muerte de al menos una persona y probablemente 24 personas desaparecidas. Al parecer la embarcación de rescate llegó con anterioridad al lugar donde se encontraba la patera, sin embargo no fue capaz de actuar inmediatamente, si no hasta casi una hora después que la patera ya hubo volcado. Más tarde, según las declaraciones de Salvamento Martimo, en la embarcación se encontraban un número menor de personas y afirmaban haber rescatado a todas las personas inmigrantes, excepto una. Estas declaraciones se contradicen en su totalidad, a los testimonios de los supervivientes al naufragio, de los familiares y de activistas españoles. Por otra parte durante esa semana observamos una disminución leve de llegadas en la región del Mar Egeo; alrededor de 4500 migrantes lograron llegar a las islas griegas cada día [1]. Esta disminución refleja los intentos de la UE de obligar a Turquía a participar en la política de disuasión europea. Sin embargo, informes desde Lesvos indican que aún existen miles de personas dispuestas a migrar y cruzar la frontera con Grecia, conscientes que la situación se torna cada vez más dificil [2]. No sólo se blinda cada vez más la frontera marítima griega; si no también en Idomeni, más al norte en la frontera con Macedonia el pasado 18.11. el paso de frontera estuvo cerrada para todas las personas excepto las provenientes de Siria, Afganistán e Iraq. Este intento de bloquear, en otra región más la libertad del movimiento, llevó a muchos inmigrantes a encontrarse en una situación “sin salida”; aun así, las personas pudieron protestar [3]. Amnistia Internacional ha condenado con razón, la práctica de esta medida racista de separación 4] e incluso IOM, ACNUR y UNICEF se han manifestado a favor de mantener abierto el corredor a través de Europa Central [5]. El Alarmphone ha denunciado estas prácticas desde hace meses y reitera, que sólo la apertura de las fronteras pueden parar con la continua degradación y muerte de miles de personas causadas por las políticas europeas y las que no paramos de observar.

Western Mediterranean Sea
El lunes 16.11.2015 se le informó al AlarmPhone que una patera con 11 personas a bordo partió de Tanger Med, Marruecos hacia la península española. Al momento en que la persona de contacto en tierra perdió la comunicación con el bote, Salvamento Marítimo fue informado. S.M. trató de contactar con la embarcación en varias ocasiones, sin tener éxito. Sin embargo, al dia siguiente pudimos confirmar a través de otro contacto que todas las personas pudieron cruzar sin incidentes al enclave español de Ceuta (ver: http://watchthemed.net/index.php/reports/view/344 )
El 17.11.2015 se informó al Alarmphone a las 11:30 pm que una patera con alrededor de 46 personas a bordo se encontraba en naufragio. Ellas habían partido desde Layoune, Sahara Occidental con dirección a las Islas Canarias. Llamamos a Salvamento Marítimo en Las Palmas, quienes nos comunicaron que ya habían sido informados sobre la situación de esta patera y que se encontraban en una operación de búsqueda. En la mañana del día siguiente fuimos informadas que sólo 22 personas fueron rescatadas, y que 24 personas seguían desaparecidas. Por la tarde del mismo día, la prensa española empezaba a publicar información sobre el naufragio. Las informaciones siguen siendo confusas, pero es altamente cuestionable por qué muchas personas migrantes fueron conducidas a la muerte, por qué los guardacostas no fueron capaces de rescatar a todas las personas y por qué la operación de rescate se retraso tantas horas! Aegean Sea
On Monday the 16th of November 2015 the Alarm Phone was alerted to 9 groups of travellers in distress in the Aegean Sea. Two groups went back to Turkey independently or were rescued and returned by the Turkish coastguard. The Greek coastguard and Greek fishing vessels rescued 6 boats, while one group was rescued after stranding on the Greek island of Kastellorizo. http://watchthemed.net/index.php/reports/view/345
On Tuesday the 17th of November 2015 the Alarm Phone dealt with 7 cases of distress in the Aegean Sea, near the Greek islands of Strongyli, Pasas Nisida, Lesvos and Farmakonisi. Three groups had stranded on Greek island but were rescued and transferred to bigger islands afterwards. One group of travellers finally arrived on Lesvos independently, while two boats were rescued by the Greek coastguard and one by the Turkish coastguard.

On Wednesday the 18th of November 2015 the Alarm Phone was alerted to 5 boats in distress near the Greek islands of Strongyli, Chios and Lesvos. In all of the cases the travellers finally reached the Greek islands, either by themselves or with the help of the Greek coastguard.

On Thursday the 19th of November 2015 the Alarm Phone was alerted to 8 groups in distress in the Aegean Sea. Three boats in distress near the Greek islands of Lesvos and Kos were rescued either by the Greek or by the Turkish coastguard. 4 groups of travellers who had stranded on the Greek islands of Kastellorizo, Nera and Strongyli were finally picked up from these islands. Beyond that, the Alarm Phone supported a group of travellers who got lost in a forest near the Turkish coast in the middle of the night. http://watchthemed.net/reports/view/349
On Friday the 20th of November 2015 the Alarm Phone was alerted to 6 boats in distress near the Greek islands of Lesvos, Farmakonisi, Chios and Samos. All groups of travellers were rescued afterwards. 5 groups finally arrived in Greece while the Turkish coastguard rescued one group, who had been beforehand attacked by a group of masked men, most probably belonging to the coastguard, who took away their engine. Beyond that, two groups who had stranded on the Greek island of Nisida Pasas were picked up after the Alarm Phone had alerted the port authorities on the Greek island of Chios. http://watchthemed.net/reports/view/350
On Saturday the 21st of November 2015 the Alarm Phone was in contact with 4 groups of travellers who had stranded on the Greek islands of Tilos, Strongyli, Ro and Kastellorizo. Due to bad weather conditions all four groups could only be rescued on the following day. Beyond that, the Alarm Phone was alerted to a boat in distress north-east of Samos, which was later rescued by the Turkish coastguard. http://watchthemed.net/reports/view/351
